This is a zero-rupee note. It's worth nothing—but one million of them have been printed and distributed for Indians to use when officials ask for petty bribes.
The Economist reports that they have surprisingly effective: "corrupt officials so rarely encounter resistance that they get scared when they do." It's a brilliant example of culture making from the bottom up.
